“双一流”下我国高校科研国际化竞争力评价与提升对策

Evaluation on the International Competitiveness of Scientific Research of Chinese Universities and the Improving Strategies Under the Background of “Double First-class” Program

    目的/意义“双一流”大学建设中,国际化是我国高校科研竞争力的重要战略方向。
    设计/方法在“双一流”大学科研创新共同特征内涵梳理基础上融入国际化元素,从投入–产出–环境三个维度出发,构建我国高校科研国际化竞争力评价指标体系,并运用基于全局熵值的灰度关联分析法,对我国31个区域高校进行实证研究。
    结论/发现科研成果、科研人才、科研项目是对我国区域高校科研国际化竞争力影响较大的评价指标。我国区域高校科研国际化竞争力总体呈现“东高西低”的阶梯状分布,北京、江苏、上海高校居前三,西部地区高校虽然排名仍然落后,但与中部地区高校以及某些沿海地区高校的差距在缩小。最后提出进一步提升我国高校科研国际化竞争力的对策与建议。

     

    Abstract: Purpose/Significance Under the background of “double first-class” program, internationalization is an important strategy for the scientific research competitiveness of the university. Design/Methodology Based on sorting out the common characteristics of the scientific research innovation of the “double first-class” university, the evaluation index system of the international competitiveness of scientific research of the university is constructed from three dimensions: input, output and environment. The overall entropy method combined with gray relational analysis method is used to analyze the international competitiveness of scientific research of universities in 31 different regions of China. Findings/Conclusions The achievements, talents and projects of scientific research have great influence on the competitiveness of scientific research of universities in different regions. The overall international competitiveness of scientific research of Chinese universities shows a ladder-like distribution, which is higher in the east and lower in the west. The competitiveness of universities in Beijing, Jiangsu and Shanghai rank on the top three, while the universities in the western region still lag in the ranking, but the gap is narrowing compared with universities in the central areas and some coastal areas of China. At last, the improving strategy and suggestion are put forward.
