Abstract: It is not only the legal obligation and responsibility of trade union to participate the social management, but also the requirement of both economic and social development and government function shift of China. The abilities and conditions that trade union participate the social management are determined by the characteristics and advantages of the trade union. And they also make the trade union be one of the social management multiple subjects as an important participator, and fully play the synergetic role. The realization of trade union participate the social management, on one hand, need the party and government to provide the powerful guarantee conditions. On the other hand, the trade union should improve itself and promote comprehensively the ability and level of social management participation
