Policy Proposals for Promoting the Industry Upgrading in the Rebuilding of Disaster Area under the Background of Current Economy

摘要: 国内产业转型、产业转移与升级、扩大内需等背景为灾区工业升级提供了较好的条件，灾区工业的中长期重建应抓住机会，着眼于高效利用增量资源，提升优势产业及潜在优势产业竞争力。本文以波特的钻石理论为框架来分析影响区域产业竞争优势的四大关键要素，基于机会与政府二因素提出政府在重建中利用机会、提升各关键要素的政策建议

Abstract: In current economy，some big changes such as industry transforming and upgrading and domestic demand expanding, etc. provide fovarable conditions for industry upgrading of disaster area. This paper uses the framework of the Diamond Theory to analyze the four key factors. Based on the two foctors of chance and government, it suggests that the government should improve key factors to strengthen industrial competition during the rebuilding of disaster area
