Abstract: It is the unbalance between the two goods that leads to diverse first-development policies, one is how to inspire the first-development enterprises, and the other is how to take it out from these enterprises. It is difficult for local governments to make it with asymmetry information. This policy diversity is demonstrated by depicting the characteristics of these stimulant schemes theoretically, and under this analysis, the best one is given.
