Abstract: The amount of China attracting FDI rages the first in the world in recent years. Based on the view of the scientific development, economic development has become rational and quality-oriented instead. How to improve the quality of using foreign capital and how to evaluate the quality of foreign investment are very important. This paper first gives the definition of the quality of using FDI, then puts forward the new objectives based on harmonious society, and constructs the evaluation index system by using FDI, finally evaluates the FDI quality of China’s provinces.
