Abstract: From the order perspective, the development of human society is pushed on by a cycle path. This path consists of two continuous processes: first one is from effective social control to social anomie, the second one is from social anomie to re-implement of effective social control. The change of social culture not only leads to the first process occurrence in human society, but also makes social order sift from the first process to the second process.
