Abstract: Sovereignty state should construct and enhance its function of responsibility to protect internal people. In some circumstances, the function of responsibility to protect may play improperly and even may be out of work, so international community should properly evaluate these conditions and accordingly fulfill complementary and assistant responsibility. Performance evaluation mechanism about the function of responsibility to protect should be developed in the evolvement process of international community. Evaluation procedure mechanism should gradually be formed and improved. The function of responsibility to protect should be dynamic and every state should be evaluated according to concrete conditions.
