Abstract: On a global scale, both developed country and developing country have education differentiation. Therefore, on the way of exploring polarization of education, we can not pursuit the sameness between the urban and rural areas. In contrary, we should face the reality and potential trends of urban and rural development. On the basis of the development of market economy, we should focus on the system construction to solve the present plight.
