Abstract: The long-term city and countryside dual structure household register management institutional barrier and a series of exclusive policies implemented by the government impose an institutional discrimination against migrant workers, and make them the underclass in cities. Unrealistic judicial settlement and the loss of social support plug the institutional channels of benefits expression, so anomie acts become “weapons of the weak”. To solve this problem, the dual structure should be broken down and the transfer of policies be emphasized.
