Abstract: Countries in the world emphasize on taking a number of measures for disaster prevention, in which legal means is an important approach. Legal means have been used not only based on general characteristics of the law itself, but also based on the special functions of laws in normal social order recovery after the disaster. This special function is an enlightment for the post-disaster reconstruction.
