Abstract: China’s outward foreign direct investment is analyzed in detail in the background and motivation, and the assessment indicators for foreign direct investment environment is improved. Then, a new tool (ANP) for determining the index weight is introduced with detailed description and empirical analysis. Furthermore, useful exploration on the evaluation tools of China’s foreign direct investment environment is carried out.
