Abstract: Great progress has been made in the study of public administration, but it still does not solve the black-box problem. In response to this shortcoming, we try to construct the public administration system model with the soft systems thinking, which is based on the ecology of public administration. We hope to restore the original appearance of the public administration in China, so as to solve the black-box problem, provide a more realistic platform and present a new idea for the further study
