Abstract: The core concept of participatory democracy is civil participation, which maintains that making public policies and handling public affairs should be done through discussion and consultation with citizens. “Four plus Two” work method as a rural democratic management methods, their basic means is by expanding the participation of farmers, so make them become the decision-makers and implementers of grassroots public affairs, therefore “Four plus Two” working method is practical and feasible. Actually, the process still has many problems, such as citizens of bounded rationality and so on. So the “Four plus Two” for reference and to promote the work of law issues should be more careful.
