Abstract: Before the study of the autonomous right of the college and university is done, the way about how to implement the autonomous right must be studied. Otherwise, the autonomous right will be abused without any restriction, affecting and hindering the healthy development of the college. In China, when the college implements the autonomy, they must adhere to the two principles: effectiveness and being beneficial to the school. First, promotion must be made in the ability of the college’s independence and the level of its autonomy. Second, the macro instruction and supervision must be given to the college by the government. Third, the mechanism of the college’s self-discipline must be established. Particularly, at the present stage, when the colleges are very similar caused blind competition in the size and scale, the establishment of mechanism of the self-discipline is much more urgent than ever.
