基于分类管理的我国公务员激励机制路径构建

Research on Incentive Mechanism of Civil Servants in Classification Management

  • 摘要: 2005年的《公务员法》规定,我国实行以职位分类为基础、结合品位分类的公务员管理制度。实行分类管理制度对我国公务员激励机制产生了积极和消极的双重影响。如何在分类管理制度下激励广大公务员更好地勤政、廉政和优政,是新形势下加快服务型政府建设的关键问题。根据分类管理制度,为不同类型的公务员设计不同的职业发展路径、拓宽职业发展空间,才能够更有效地激励公务员提高服务质量,从而推动政府行政水平向更高层面发展

     

    Abstract: Classification management is an important part of civil service management reform in our country. How to inspire civil servants to work harder and well is an important measure to speeding up the service government construction. Beginning with the connotation of classification management of civil servants, the paper analyses it is impact to the incentive mechanism of civil servants. On the premise of foreign experience and according to China’s actual conditions, the paper tries to explore the cosummatation of the incentive mechanism of civil servants.
