Abstract: Certification and accreditation (C&A) in China is featured with obvious government control, growing fast with government promotion and enhancing economic growth. This article starts with analysis on market failure by information asymmetry in economic development and government failure in government intervention, and then introduces C&A. It concludes that C&A would serve relevant needs in economic development and effectively eliminate the market failure and government failure, and more importantly, accelerate government function transformation. As an intermediary service organization, C&A could promote both economic development and government function transformation.
