Design for the Structural Reforms of Basal Governments’ Main Departments —Take H District of S City as an Example

摘要: 基层政府的大部门体制改革必须坚持重点突破和整体创新相结合，坚持行政管理体制改革与其他方面改革相结合，坚持统筹兼顾、协调好改革进程中的各种利益关系，努力当好推动科学发展、促进社会和谐的排头兵。文章对基层政府大部门体制改革的指导思想、改革目标、基本原则及改革的基本思路和主要措施作了较为详尽的方案设计，努力探索一条适合S市经济社会发展实践，有鲜明特色的行政体制改革新模式，为把S市建立成为全省、全国办事效率最高、服务质量最好的区域积累经验

Abstract: This paper makes an explicit design for the structural reforms of basal government’s main departments from the aspects of guiding ideologies, reform aims, basic principles and measures, and tries to find a reform approach suitable for S city’s the economic development. The innovative and characteristic reform mode provides S city with beneficial experiences for building a government with the highest efficiency and service quality in our country.
