Abstract: The Party’s 17 sessions of Sixth Plenary Session put forward the strategic goal of deepening the culture organizational reform, promoting the socialist culture development and cultural prosperity and striving to construct the socialist powerful cultural country. Under the background of moral crises which emerge frequently in social transformation period, the meaning and value of ideological and moral construction which are core contents and important ways in socialist culture development and cultural prosperity are more prominent. Strengthening the ideological and moral construction is the urgent need of mainstream value construction and the inevitable requirement of insisting on people first and promoting the all-round development of people, and also, the effective way of strengthening the socialist spiritual civilization construction. In the driving process of socialist culture development and cultural prosperity, the ideological and moral construction will make a success.
