摘要: 今日中国慈善公益事业存在的问题其实是历史问题的延续，当今中国慈善公益状况固然比晚清郑观应所看到的状况大有好转，但性质上的根本改变似乎并没有发生。就郑观应而言，我们仍然能从他的慈善公益思想中体察到问题的根本所在。他所强调的政府与富人应当承担责任的理论值得今人学习，其思想富有现实意义。郑观应该得到更高的评价

Abstract: It is continuous problems that exist in present Chinese charity and public services, which have not changed in essence comparing with historical status. In Zheng Guanying’s thoughts, we can perceive the roots of problems from his thoughts on charity and public services. He advocates that the government and riches should undertake more responsibilities, which is of realistic significance
