Abstract: In recent years, the ability and level of China's disaster emergency management have improved apparently,however,because of the influence on special national conditions and traditional ideas, information communication in disaster emergency management are facing several realistic predicament as before,such as the shortage of civil knowing rights’ guarantee of the system, the retardation of media report channels.the scarcity of local governments' public opinion, the poverty of the initiative for public’s communication and so on. So establishing normal communication mechanism, strengthening propaganda and education of disaster prevention and reduction to general public, establishing and strengthing multimedia propagating and sudden disaster report mechanism, implementing and completing information disclosure system, establishing fine relationship of mutual promotion between government and media are basic strategic choices when facing the the predicament of disaster emergency management’s information communication in transformation period.
