改革我国退休年龄的研究综述

Study Review on Reform of Retirement Age in Our Country

  • 摘要: 随着人口老龄化和预期寿命的延长,改革当前的退休年龄提上议程。本文从人口年龄结构、预期寿命、养老金支付压力、就业和劳动力市场、企业竞争力、起始劳动年龄和人力资本以及相关理论等七个方面对学者们的观点进行述评,论证了延迟退休年龄的合理性,并对审慎推迟当前退休年龄的观点有所述及。最后指出调整退休年龄应当选好时机,循序渐进,并积极探索弹性退休制度作为过渡手段。

     

    Abstract: Adjusting current retirement age is on the agenda with aging of the population and longer life expectancy. This paper makes a brief review of scholars’ standpoints from the aspects of age structure, life expectancy, pressure on pension payments, employment and labor market, competitiveness of enterprises, start of working age and human capital, and other related theories. Besides, it involves the viewpoints that we should postpone present retirement age prudently. The facts that the reform of retirement age needs to be implemented in the right time step by step, and that flexible retirement options could be regarded as means of transition are pointed out in the end.
