Abstract: The global temperature has been reported a significant increase recently, so low-carbon economy should be developed in China, and the macro-control would be functioned by the government. In this paper, evolutionary game is used to construct a model between government macro-control and low-carbon economic development. Through analyzing local stability and mapping system phase diagram, the evolution process between government macro- control and low-carbon economic development is revealed. According to that process, the administrative intervention is reduced, and economic instruments is used frequently, so that the ideal equilibrium is achieved between government macro-control and low-carbon economic development
