Abstract: With the implementation of the comprehensive reform strategy in Xiamen, it is increasingly necessary and important to transform the governmental reform and innovation. Therefore, the public administrative reform to enhance the governmental leadership and abilities becomes one of the most important parts of comprehensive reform .According to the Overall Program of Comprehensive Reform in Xiamen, the, this paper designs the strategies and tactics to transform and break through the public administrative system which contribute to cross-strait exchanges and cooperation through formulating the strategic plan service-oriented government, establishing Service Quality Awards, introducing the Gross National Happiness Index (GNH), human resources capacity building, and regulating intergovernmental distributive relations
