Abstract:
Modern society, economy and technology brings about great developments as well as a lot of risks and crisises. With main capitalist countries have been transforming from industrial society to postindustrial society, new social risks are emerging as a new perspective in the field of social policy. The perspective of new socail risks not only brings new changes to the theory of social policy, but has a profound impact on many countries' welfare reform. Industrial countries have begun to emphasize re-examining the principle of welfare system, strengthening social inclusion and answering to new social risks under the background of postindustrial society. So, studying on the concept connotation of new risks and its difference from traditional risks will help us to understand the new tendency of welfare reform in western developed countries. Above all, it can also provide experience and reference to China's social security system reform.
