西方发达国家高等教育成本研究及其对中国的启示

摘要: 20世纪90年代中期，为了提高我国高等教育的普及率，我国政府根据高等教育成本补偿理论，对高等教育的收费实行公费与自费“并轨”。近几年，一直存在着高等教育收费是否过高的争议，同时，高等教育成本分摊比例的合理性问题也成为经济学家和教育者研究的焦点问题之一。本文旨在通过研究英、美等西方发达国家高等教育成本补偿的现状，借鉴西方发达国家的实践经验，为完善我国高等教育成本补偿制度，促进高等教育稳步增长提出对策。

Abstract: Recently，there are contmversies on whether the higher education charges t∞high or not in China．This paper focuses on tIle present condition of higher education costs compensation in Britain，Amedca aIld other westem develoed countries．And thle countermeaures to inlprove our higher education costs compensation rules are given based on the westem developed countries’ practice experience．
