Abstract: Industrial cluster is an institutional arrangement which is conducive to innovation and competitive advan— tages．Innovation is an important characteristic of industrial cluster，because that geographical proximity makes the eom· munication among internal enterprises nlore convenient and the learning of implicit knowledge easier．Therefore，the inno— vation mode of industrial cluster becomes an important mean to improve regional innovation ability and promote regional economic development．
