Abstract: The recycling of the waste electrical and electronic equipment(WEEE)is the main way to mine the city’S resources．The paper，from three aspects of technology，economy and society，studies the recycling mechanism in three forms including substance，value and behavior，which is the theoretical base of establishing and running the industry chains．Value recycling has to consider the capital of nature resource and the cost of environment protection and I'eSUI'I地， which a弛used to analyze the process of value—added and value—keeping．Behavior recycling analyzes the behavior disciplinarian and the interrelations of producers，based on the producer responsibility extended system．Substance recycle calculates the effective transition and organic connection of all kinds of material conformation according to the principle of circular economy．
