Abstract: Motivating forces of the farmer originates from their own survival need and the supporting and actuation of the good policy of the govemment．The internal forces which look upon the subjects’needs the COre，the external foree which treat the social demands aS the nucleus，and the ioin forces which come from the interaction of the two factors are the innovatory forces of the peaSants．The motivation mechanism of the innovatory forces is the mechanism that the subjects bring about the innovatory action，under the interaction between the internal factors，and the interaction of the intemal factors and the extem8．1 ones．
