Analysis on the Collaborative Governance Model of Air Pollution from the Perspective of Grid Management

  • It has been more than 40 years since China’s air pollution control was officially launched in 1973.However, the problem of regional and compound air pollution becomes more and more serious, which indicates that the existing joint prevention and control mechanism of air pollution is difficult to completely solve the "blind spot" and "dead point" of air pollution control. The grid management is supported by digital and information technology, and is committed to realizing the integration of grassroots resources and multiple linkage management, which can effectively break through the practical difficulties of air pollution control. Based on the structure of the air pollution collaborative governance model, the application history of the model is discussed. It is pointed out that the existing governance model also faces the application dilemma of unclear responsibility, lagging information construction, weak public action and insufficient linkage and coordinate of various subjects. Finally, the application of the coordinated mechanism of air pollution gridding is discussed from four aspects: responsibility mechanism, information mechanism, public participation mechanism and cooperation mechanism.
