Difference of the Ability to Take Industrial Transference in Western China and the Cooperation Governance between the Governments

  • Western region should focus on the factors of location choice in industrial transfer to improve the ability to take industrial transference. This paper borrows ideas from the domestic and foreign theories about location choice in industrial transfer to establish the indicator system, and then uses the skill of Cluster analysis to analyze 86 cities in western region. These cities are divided into three categories: high attractive areas, moderate attractive areas, and low attractive areas. According to the results of cluster analysis, different areas should adopt different methods to improve the ability to take industrial transference. This paper puts forward suggestions about intergovernmental cooperative governance: 1) High attractive areas: function cooperation should be converted to spillover cooperation; 2) Moderate attractive areas: two administrative areas cooperation should be converted to urban agglomerations cooperation; 3) Low attractive areas: passive cooperation should be converted to interactive cooperation.
